Federal Regulators Take Action to Address Rampant Fraud in Trucking

In response to longstanding complaints from truckers, brokers, and insurance companies, federal regulators are taking decisive action to tackle fraud within the trucking industry. The Federal Motor Carrier Safety Administration (FMCSA) has announced the establishment of a dedicated team aimed at addressing registration fraud, a pervasive issue that has plagued the industry for years.

The Registration Fraud Team: A New Initiative

The newly formed Registration Fraud Team will operate within the FMCSA's registration office, focusing exclusively on assisting individuals and entities who have fallen victim to registration fraud. Additionally, the team will work to identify and implement measures to prevent future instances of fraud.

Ken Riddle, director of FMCSA's Office of Registration, emphasized the significance of this initiative during a presentation at FMCSA's annual safety research forum. He stated, "It's a small team that doesn't exist now, but we think it will go a long way towards helping the industry."

Addressing Industry Concerns

Fraudulent activities within the trucking industry have raised serious concerns among stakeholders, with scammers and hackers exploiting vulnerabilities in FMCSA's registration system. These fraudulent activities include registering fake drivers and companies, leading to motor carrier identity theft and hindering the agency's ability to monitor safety effectively.

Immediate Measures to Combat Fraud

FMCSA has already taken several short-term measures to address the problem of registration fraud. One such measure is the suspension of online PIN requests, which were previously used by registrants to access their accounts for updates or changes. Instead, PIN numbers are now mailed to the address on file to mitigate fraudulent activity.

Additionally, FMCSA has implemented multifactor authentication for all public-accessed IT systems and tightened measures to prevent the registration of principal places of business that do not meet regulatory requirements.

Long-Term Solutions

In the long term, FMCSA plans to hire outside contractors to provide identity verification services and business verification services. Existing registrants, numbering approximately 800,000, will undergo an identity verification process to identify and remove bad actors from the system.

These immediate and long-term changes will be integrated into an overhauled registration system, replacing the current Unified Registration System. FMCSA has submitted a request to the White House Office of Management and Budget to review and approve new information collection aimed at facilitating the setup of the new system.
