This was the core message delivered by Keith Lewis, Vice-President of Operations at CargoNet, during a recent webinar organized by the Truckload Carriers Association.
Cargo theft has evolved into a high-tech operation, with criminals using advanced techniques to identify and steal targeted shipments. “It’s a surgical strike; the bad guys are using technology. They’ve figured out what’s on the trailer before they attack it,” Lewis explained. He noted that the threat has expanded from domestic criminals to a global network, with thefts traced back to 22 countries. The methods employed by these criminals include fictitious pickups, diverted loads, and altered bills of lading, all designed to exploit the speed and efficiency of the modern supply chain.
Escalating Risks in Cargo Security
Only 10% of cargo thefts are reported in the United States, a startling statistic that highlights the growing severity of the issue. “It’s a serious problem, and it’s getting worse. Sunlight is the best solution, so let’s get some transparency on it,” Lewis urged. The criminals are becoming more audacious, targeting high-demand goods such as energy drinks, alcoholic beverages, robotic vacuums, and solar panels. Lewis pointed out that energy drinks, in particular, are a popular target because they are illegal in some countries and can be sold at a premium on the black market.
The Critical Role of Shipping Offices
The shipping office, according to Lewis, is the last line of defense against cargo theft. Education and vigilance are crucial in this battle. “That’s the last person that’s going to have eyes on that load and that driver,” he said. Lewis emphasized the importance of recognizing red flags, such as mismatched license plates, taped-over DOT numbers, or a day cab picking up a load intended for cross-country delivery.
Effective Interaction with Law Enforcement
When dealing with law enforcement, industry professionals need to be prepared to navigate the complexities of reporting a cargo theft. Lewis advises knowing the jurisdiction where the crime occurred and familiarizing oneself with the relevant penal codes. He stressed the importance of obtaining a case number to provide to insurance companies. If police are reluctant to issue a case number, Lewis suggested requesting a CAD (computer-assisted dispatch) number, which is generated during a 911 call. This number can be used to prove that law enforcement was informed of the theft.
Harnessing Technology for Prevention
Technology plays a pivotal role in preventing cargo theft. Lewis encouraged carriers to use telematics in trucks, and for those without such systems, he suggested using devices like AirTags. “Throw it into your truck,” he recommended, highlighting the simplicity and effectiveness of such measures.
Additionally, Lewis advised that trailers should be equipped with GPS units, with a backup unit installed around the computerized brake module to avoid detection by thieves. Physical security measures are also important; Lewis advocated for installing locks on the left-hand doors of trailers and even using a bicycle chain and lock to secure load bars. “Do something to slow thieves down. Buy 30 seconds, they’ll go on to stealing something else,” he said.

Drivers are often on the front lines of cargo theft prevention. Lewis emphasized the importance of vetting drivers and incorporating security into safety briefings. “Living beyond their means is a sign of trouble,” he noted, warning that drivers who are not thoroughly vetted may pose a risk. He also stressed the need for drivers to be aware of trouble spots along their routes, using intelligence and data to avoid high-risk areas.
